Emanuel von Proskowetz , also known as
Emanuel Proskowetz von Proskow und Marstorff or Knight of Proskov and Marstorff
( December 11, 1818 , Prague - December 25, 1909 , Vienna ), was an
Austro-Hungarian or Pre-Lithuanian (Austrian) industrialist, sugar businessman,
and German liberal politician. nationality , longtime member of the Imperial
Council and the Moravian Land Assembly


His father Anton Proskowetz was a
wholesaler. The son of Emanuel von Proskowetz Jr. was an agronomist and
economist, and another son, Maximilian von Proskowetz , profiled himself as an
agronomist and diplomat. Emanuel von Proskowetz studied philosophy.  After
his father, he then pursued a career as a merchant, but from 1842 he focused on
agriculture. From 1848 he worked as a burgrave on the Nalžovy estate , in 1850
he rented a large farm in Kvasice in the Kroměříž region. In Kvasice, Emanuel
von Proskowetz and his brother-in-law Ferdinand Urbánek founded a sugar factory.
Founded in 1849 , according to another source in 1850 . From 1897, the company
had the character of the Kvasice Joint-Stock Sugar Factory . Along with
associated production, one of the most developed farms in the monarchy was
established here, including a farm for peasant youth. In 1870 he founded a model
malting plant in Kroměříž and in 1880, together with both sons, another sugar
factory in the village of Všetuly . He also sat as president of the
Moravian-Silesian Central Railway and was a member of a number of associations.
In 1860 he was awarded the Order of Francis Joseph , in 1872 the Order of the
Iron Crown .



He has long been involved in politics. Already in 1859 he became a councilor of
the Chamber of Commerce and Trade in Olomouc. From 1861 he sat as a member of
the Moravian Land Assembly . From 1861 he was also a member of the Imperial
Council (a national parliament, then elected indirectly by individual state
assemblies ). He represented the Curia on the Imperial Councilrural
municipalities, district Kroměříž, Kojetín, Přerov, Zdounky. By letter of August
30, 1861, he announced his resignation, but on June 17, 1863, he resumed his
vows. He again became a deputy in the election of 1867 (now for the city curia)
and remained there until the end of the term of office of the Chamber of
Deputies, ie until 1870. In the election periods 1870-1871 and 1871-1873,
received in the first direct elections of 1873 as a representative of the Curia
of Chambers of Commerce and Trade, Olomouc District. He subsequently defended
his mandate in the elections of 1879 , the elections of 1885 , the elections of
1891 and the elections of 1897.. He remained here until 1899. On September 17,
1899, he was called to the House of Lords. Robert Primavesi then took his seat . 
He spent 38 years with short breaks. He has been involved in agricultural
legislation, such as the Veterinary Diseases Act. In 1893 he wrote the economics
study Der Kaiser Franz-Joseferer Donau-Oderkanal . In his yearbook Jahrbuch für
österreichische Landwirte , he wrote a treatise on his home town of Kvasice.



He belonged politically to the constitutional camp. After the election in 1873,
he is listed as one of the 67 members of the Old Liberal Club of the Left, led
by Eduard Herbst . In 1878, however, he is mentioned as a member of the Young
Liberal (Young German) Progress Club. Also after the elections in October 1879
he is mentioned at the Imperial Council as a member of the Young German Club of
the United Progressive Party ( Club der vereinigten Fortschrittspartei ). From
1881 he was a member of the United Left , which brought together several
constitutional (liberal and centralist-oriented political currents). He also
succeeded for this club in the elections of 1885.  After the disintegration
of the United Left, he joined the German-Austrian Club faction .  In 1890,
he was listed as a member of the renewed German Liberal Club, now officially
called the United German Left .  Even in the elections of 1891, he was
elected to the Imperial Council as the club of the United German Left.  In
the 1897 election, he was elected German Progressive Party .


In 1899 he was called to the House of Lords (appointed upper chamber of the
Imperial Council).  In 1873 he was promoted to a noble status. He had
significant contributions to the development of Moravian industry, sugar
industry and agriculture.
